Clearly you have no clue what you're talking about.
There are carry type of heroes and support type of heroes in DotA.
And resources are limited, especially in lanes.
The best way to win is having your carry heroes taking all the resources they can get, so they can carry you later on.
This guy? He always play carry heroes, even hyper carry like Spectre/PA.
If he takes all the resources when he plays supports then it is a problem. But here it's totally fine.
