It sounded like he said "everything but that" and the dealer announced "all in" and he replied "not all in" with Zhang adding "everything but 5." I think.

A check-call on that board looks just as strong as a check-raise... maybe stronger.
If she flats, she has slightly more than a pot sized bet left on the river. If he calls her raise, she has a half-pot river jam. It is much more likely he will bluff catch 1.1M into a 2.1M pot than 1.5M into a 1.4M pot.
She is out of position, so if she checks the river, there is a huge chance that he is checking back. What hands can he bet with for value? A pocket pair bigger than a 7s or pairing the river card? He was the pre-flop aggressor and continued after the flop & on the turn, so those bigger pairs are possible... but they likely would have called the turn raise.
It may not have been the best play, but it's definitely not as straight forward as you seem to think.
