If I remember correctly, KG was 102 overall in 2k5. The highest number that could be displayed in player stats was 99, because there was only room for two digits. There was a way to see the actual value though. I don't remember if it was hovering over the stat itself or what, but I used to play the game all the time and I'm 100% sure KG's overall was above 99.

Shaq got a 100 overall because he got the MVP award in 2001. His stats for points per game and rebounds were obviously great as well.
