It does not appear that this prevents someone from making and distributing duplicate copies of a PDF file. This only prevents copying portions of text when the file is open for viewing.

Turns out that nothing can really protect a PDF. I created a secured PDF in both Acrobat DC and Libre Office, but I was able to open/save them from PDF24 as fresh PDFs, with no restrictions.

The way I do it is to export the PDF as image then make a new PDF from that image and secure it. This way if the password is hacked at least the text, images or CAD info will not be in the PDF anymore.

It's only work in edge browser but if you open it in Safari browser it doesn't work, we can copy and paste it's not protected on other browser
