However if this is done in a vaccum than both object will fall with same speed.
What about the inertia? Heavy body has more inertia and light body has less inertia. So the force needed to accelerate them to keep them falling at a constant acceleration is different. So they should touch the ground simultaneously, but actually it is not so. I cannot find a correct explanation

This because the surface area of the paper. Air resistance is inversely proportional to surface area.So ,here surface area of paper is less than the book. Hence the book gets less air resistance during the free fall and the paper gets higher air resistance, so the paper has an extra air friction, opposite to its motion and the book does not get the air friction more than the paper, so it falls faster than the paper.
