you use a TIG, yes, it puts it slightly out of true. you true the crank, then weld it, true it again, and get it balanced. we still do it on 2 stroke and 4 stroke race motors
I think you said you bought another engineblock. So the guy didnt fix the problem, because it was to expensive? Im just very curious how much it would cost.

Put the crankshaft on some v blocks use a Dial Indicator and weld the crankshaft
