For Ultra Street Fighter 2, Capcom decided to add Evil Ryu & Violent Ken and make Akuma playable but they still wanted to have a secret character in the game so they added Shin Akuma as a hidden character after inputting a code
I believe his frame data is slightly different, with higher damage too, perhaps the hitboxes, but I don't know if this has already been documented to verify
Depending on the player's will to use Shakunetsu Hadoken or not. If they don't want to use it and still rely on Shun Goku Satsu, they miss the chance to win perfectly.

The onmy difference between Akuma & Shin Akuma in early street fighter games is Shin Akuma can fire double air fireballs
