    I am excited for having that rare opportunity to be in conversation with the leader of Malaysia Housing Ministry (KPKT) regarding their latest proposal of Program Residensi Rakyat. It is a brand new housing model for B40 with lots of initiatives that I personally agree too such as the RM 15000 fee for maintenance, the moratorium for restriction of subleasing, the return of subsidy after selling the property and etc.
    Although this is still in proposal stage but technically I find it very interesting.

    Happy to know that the Government is finally taking action on this section of the property industry. However hopefully they do upgrade the parking system as well. Nowadays the main road is where people park their vehicles. Not just PPR, even condominium. How crazy it is nowadays we buy 3 bedrooms property but only got 1 parking and the developers don’t even rent or sell additional carparks. Anyway thanks Sean for the podcast!

      some developer sell the second car park. i think majority la. where do you all this year? the problem is ppr doesn’t equipped with parking lot.

      @@fendi2785 yeah some developer do sell carpark, however it is still limited. In my case I pay RM10 daily to park as overnight visitor. Our developer does rent carpark but it’s not convenient for residents as it is outside of our condominium and no cover walkway.

      All comes down to cost. Imagine each unit carpark allocation x2 for a high density residential project, who's gonna pay for the extra floors?

      @@jiahong8342 agree, It’s all about the cost. However if the Gov/Dev don’t find a solution for this then forever we will face an issue where people park illegally on the side road. When there’s fire, Bomba can’t get in and the fire spreads.

    Great interview, short, simple with no fancy words as well as precise. I hope that the impending government policies will be promptly enacted and effectively communicated to the public and Rakyat, fostering greater awareness and understanding. Additionally, it’s essential for the government to undertake extensive PR efforts to prevent any unethical politicians from exploiting or distorting these policies for their personal gain.

    Being highly subsidize property, the Government shall ensure no one will take the opportunities to speculate and make profit from it.
    Purchase at RM60k and later sale at RM600k still allowed people to gain profit even though some profit(eg.10 - 30%) return to government.
    The government should study the problem seriously before implementing a new policy which is workable.
    My suggestion is:
    Cost RM300k
    Purchase at RM60K.
    When selling at RM600k.
    Should return RM240k(Subsidized amount)+ 50% (balance amount)share profit return to government.

      Don't worry I haven't hear those 300K affordable unit selling at 400K chances are these units will only have 1 owning family, pass down gen by gen until the building gets too old to be habitable 😂

    Thats good effort, they should expand PRR outside of KL cbd, with good transport connection, less pressure on cost and more space is available

    It doesn't make sense for government to subsidise 80% of house price to limited number of people , government may just subsidise 20% to more Malaysian instead

    I am your immediate neighbour who just returned from a business trip to KL. I feel that Malaysia has improved over the past 1 year plus . KLIA is more efficient now. Toilets are also cleaner. The Malaysians I interacted with, of different races, speak well and have good working attitude, Kudos to the current government and its people.

    Good proposal. As it involves collaboration with State Government for land acquisition, it will be best to also study the practical segmentation of B40 in each city or State taking into account living expenses in each location as current static classification is outdated.

    That was a clear and concise. The rules seems correctly balanced and on the mark, we wish you good luck.
    About abandoned projects like the one in the last video in jaya - is there a way to get these into the hands of builders that will complete them faster? 10-12 months to transfer from a non performing legal entity is to long in a such a wet climate as Malaysia is in.

    So how is it different from PPR other than adding a few much-needed rules to it? Still meant for B40 only, where is the social in that?
    Anthony Loke once said Malaysia has 1st World Facilities but 3rd World Maintenance. That "Condo for PPR Price" kind of resonates with that point.

    Good job, Sean! This interview provides an important insight into the governent's proposed PRR public housing model. Having said thet, I have 2 questions:
    1. If a husband and wife, each earns RM3K respectively (i.e. total RM6K per household), are they still eligible to apply for this program since one of the key criteria in terms of monthly salary is based on a max of RM3K earned per owner, and not per household (I may be wrong).
    2. Since the owner is allowed to sell the apartment after 10 years with the condition that he pays back the initial purchase price (this is my understanding of what YB Nga Kor Ming said) - surely after 10 years the government would be wise to re-evaluate the base (purchase) price of RM60K taking into account inflation and market conditions, and the owner in question should be compelled to pay the prevailing price taking into account inflation.

    Housing for B40 should be subsidised by the developers. For every high value housing area, there should be a a certain number of low cost housing quota. Can be in further areas.

    Malaysia has many rules, the thing is WHO IS ENFORCING? Blatant disregard for rules, “Dilarang buang sampah denda $xxx”. And you have a pile of rubbish under the sign. “Dilarang merokok”…you know where this is going kan.
    On food wastage, some restaurant apply monetary fine for excess food thrown, why isnt this not normalised

      B40 groups are mainly underserved community that hardly qualified for conventional loans, hence blacklist them on CTOS have literally no effect...

    It’s good that the govt is trying to rethink the current housing issue.
    Aside from affordable cost, how does this housing differs from ppr in ways that it contribute to the community?? Frankly no one enjoys attending classes being told what to do 😬 Would prefer for more holistic approach on solving urban issues such as transit oriented development, molding good residency habits and cultivation of healthy vibrant community (ie. Urban garden, free for all workshop, support for resident-based business etc)

    Not against the idea or anything, but “condo quality with PPR price”. I dont think its going to be sustainable unless they can fetch maintenance fee on a regular basis. Doubt it’ll be smooth sailing collecting

      This kind of thing. Every single singaporean can teach you how to navigate around it la. For example papa is the registered owner of the PRR. Can use mama name to buy. If mama name also in the PRR. Then use kids name to buy. Do a supplement agreement the papa as the guarantor for the loan and house. There are 1001 loop hole that can be abuse. Hdb housing already around for 60+ years there are still ways people abuse it. Their side is more strict and only allowed married couples to buy them. Here if single 18 years old above can get, sure the spouse can legally get a private unit without issue.
      This has not include enforcement difficulties. So many hdb owners owns foreign property and hdb hardly catch them. It’s difficult due to PDPA and financial institutions have no obligation to provide data.

      @@LesterykyI agree there will forever be loopholes for every policy but the aim for now maybe is not to eliminate all of those instead we could minimise at its best. Since one of the criteria is minimum 18y/o and 1per person only in this case I believe it could helps in a certain amount .. unless they have a lot of kids lol

      So the question is how much or how long before auction? Then who auction it? Is it by the management? Or the developer? Then at what price?
      Personally I think education and awareness is the first phase, if after education still don’t perform their duty of paying installment only we can proceed with your idea haha:)

      The education serve 2 purposes, 1 is to educate of course but most important of all (I guess only) is so that when action is to be taken against the violator, they can no longer hide behind "I donno, nobody tell me before, how can this gov so cruel I did nothing wrong, etc"; Is sort of a soft contract signed by the tenant and a pcs of evidence provided to the government to use against those violator in the future.

    Cost to build a PPR type new flat can go up to RM300,000? Wow .... I wonder how transparent is the process in choosing the contractors and most importantly, the costing. Otherwise, we can only guess and hope that there are no leakages. After all, the government funds come from the taxes that we pay right?

    Gov must have new law to ensure residents pay the maintenance fee. If unpaid, gov has the rights to take back the house. it is reasonable to collect rm50 a month.

      Now their plan is to straight away collect upfront RM15k from the sale of the unit. That’s why I think it’s a good idea.

      @@iherng rm15k upfront can last how long with current inflation? Majority Malaysian B40 mentality still doesn’t know how to appreciate gov effort. I still think gov must have stricter regulation management able to confiscate / auction the unit if the defaulted is xx number of months including private apartments or condo.

      Then eventually someone with SOB story will cry at the street, an opportunistic politician will grab the opportunity to make a big fuss; Those who knows 1+1 will join the rally (so that they hope don't need to pay too), is a self feeding vicious cycle that will sweep across every PPR, almost impossible for the running gov to solve. No gov dare to p*ss off this group (B40) of people, they are the biggest chunk of your voter base, they may be wrong, but as long as u want to be in power, u have to give in & that's when al running PPR house will fall apart.

      I’m wondering how they collect the RM15K? since most bank will only offer loan for SPA value. Will the SPA price be RM60K or RM45K? If RM15k not funded, can the purchaser fork out the RM15K cash to pay for the advanced sinking fund?

      @@yeohkw for most govt housing, bank is actually giving 100-110% bank loan, that's also one of the effort govt put in to assist more ppl to own a home, so I thk this is one of the way how they come with the upfront

    I love the idea. If the subsidy is 240k, if any extra profit above the subsidy only the buyer can keep. The 240k must be returned. Win2, the buyer gt to save alot on interest. This is similar to Sg new hdb rules

      But 240k, thats alot subsidy. Imagine ppl with income lower than 3k can own properties with the help of govt. What about ppl with income higher than 3k but lower than 4k. I think govt need to rework the income threshold abit.

    Government subsidy till 240k is unpractical, How many 60k home could government give ? 200? 2000?
    Should built a house that come with recreational facility not swimming pool, sauna, gym.
    300K is ok for KL region may want to try 200k housing rumahwip
    Try built more 2 rooms rumahwip instead of 3 rooms.

    Quite frankly, 15k for maintainace and sinking fund isn't sustainable. Especially if they want to provide condo like facilities. Even in wealthy Singapore, it's not feasible to do so. Far better to spend the money on building new or upgrading and properly maintaining our community centres, and keeping the maintainance and sinking funds charges lower and more acceptable to residents. Even private condos face problems properly maintaining or upgrading their facilities. The maintainance fund portion will just be a hedge against non payment for a relatively short period. What happens after that? There has to be legislation in place to allow the govt to give a threat of seizure and forfeiture to auction the property, otherwise, there will be no incentive to pay up. Also, like in singapore, you cannot own another private property unless you sell the HDB property within a stipulated period, otherwise you could just rent out your private property but still enjoy your subsidised property. In Singapore, even the sale of HDB apartments have to go through the HDB through a very rigorous checklist to ensure there's no hanky panky. The resale apartment owners still have the same restrictions of not owning other residences but not on income ceiling. This ensures that the pricing will still be more affordable than other properties within the vicinity so they are actually still 'subsidised' in a sense. Not a perfect system but then it is subject to a lot less abuse.

    For low-income people, this home ownership scheme is undoubtedly good news. To buy an affordable HDB flat in Singapore, only a couple or an adult child with his or her parent are eligible to buy a hdb unit in joint names.
    For this PRR scheme, if a man and woman successfully purchased or rented a low-cost unit respectively before marriage, after registering their marriage, should they give up one of the rental units or sell one of the units to return to the government?

    If you build a 300k worth of flat unit, this gotta be at condo level quality. The 15k ransom i doubt will be enough to cover anything beyond 5 years. Yet, this intentionally inflated PPR sale price will go on and pass the end cost to the next supposedly B40 buyer.
    Also, based on yb nga, the house is allowed to be sold without a controlled price after the mora is over. Tho need to return the subsidized amount back to KPKT, this will put unnecessary burden for the ministry to monitor on a long term basis. Enforcement is already bad in Malaysia, imagine the loopholes that people will eventually abuse.
    I think KPKT need to think beyond if they really want to revamp the PPR concept. Identify the real issue, i dont think gov objective is to force home ownership, but rather, they are supposed to ensure that rakyat is able afford a roof over their head regardless of their social status.
    Announcing more schemes for gov to blindly award contractors to build more tall walls of subsidized high rise that are open to abuse by the son and daughter of M40 families is too shallow to call it a day.

    It is a nice effort but the implementation is always fail. You can set the T&C but No one is obeying the rules or no reinforcement at all. You can see all those (RumahWIP, RSKU, PP1AM) government initiated affordable housing also allow sublet or renting where it is NOT designed to curb the shortage of housing if you allow owner to rent it out. If the owner is renting it out, they will not care to pay the maintenance fees as they are not staying there. In addition, 15k for maintenance reserve is easily gone if the owner is not paying for 5 years. Maintenance fees will also increase over time due to inflation and "unprofessional" management office.
    Anyway it is a good initiative if it can be implemented the "sustainability" aspect.

    do you know why they don’t want to pay for maintenance fee? do you know a lot of high end condo also have problem with maintenance fee? do you know it will have increase fee over the year? 15k is look like bullshit to me to cover maintenance fee over the year. is this new type of upfront fee for sakau and low value seems not trigger anyone😂😂😂

    Make it heavy penalties for the subleter, even prison time to sublet it to foreigners 😢

    alah mention hdb buat mende sbb rumah prima dan rumawip pon ada moratarium period. ppr pon ada purchase atau rent. cuma value ppr tu dngn template size dia dh x sesuai dngn current family setup kt malaysia. not really new la just revamp product with increase price. people want to see something else macam how the ppr connected with mrt, lrt, bus. how do you setup parking lot sbb in singapore parking lot hdb limited dan perlu bayar when entry. boring la nga kor ming. sembang saja kari
