It was experimental since no one had HD tvs yet (not even 720p). Notice how it looks a lot better than other clips even up to 2003 or so. It wasn't all-HD until 2005. And this was recorded in 2000.
Consumer HDTVs weren't around until 2001-2002, and there wasn't really any HD content on TV until around 2003.

Although the 80s dunks might not be competitive today in their degree of difficulty, guys like MJ and Dr. J had incredible elegance, smoothness, and body control. Look at the way MJ angles his whole body flying toward the basket.
