Sometimes not always. The rotors have special pin clips that if the engine has overheated or been abused almost always need replaced. People like Rob Dahm and others have tricks to make them much more durable and to reuse stuff. You aren't wrong that when they die they die big time but that engine definitely has some good parts still

You can tell they know there rotary’s as Americans usually name there shit by fc a fd .. but they go by series like us in New Zealand cause s4 and s5 are both Fc rx7s but there’s 3 different engine set ups in fc rx7s s4 s5 and a non turbo injected s4
