Contrary to popular belief, movement speed, when it's high enough, is actually much better mobility than having X number of dashes with normal movement speed. The dashes can be as short as Riven's or as long as Akali's, and you will STILL outrun them as a 1K movement speed Lillia. It's why Naafiri's ultimate gives her movement speed - allows her to engage much better. It's why Katarina's W is so useful for reaching that minion wave when escaping (the steroid is kept small to keep her balanced - that's why you max it last when playing Kata). It's also why Vex and Poppy are so broken against Riven/Akali/Kha'zix/Yasuo/insert any dash reliant champ, but aren't as threatening against Lillia, who can just approach and kite them via frolicking (and has true damage and Liandry's to melt the armor tank).
On a champion like pre-nerf Singed, the only real disadvantage with swapping out dashes for movement speed is sacrificing the ability to dash over walls when Flash is unavailable. Lillia's W however, DOES dash over walls, so she's literally the most mobile champion in the whole game provided her build is mathematically correct.
With very high movement speed, you are much more unpredictable than "welp, they blew their dashes, let's toss that Syndra/Lux Q." In other words, it's much easier to dodge skillshots at a much higher consistency because you now outrun said skillshots that would otherwise be deadly. Lillia is especially crazy with this considering she's an AP Skirmisher/Juggernaut hybrid who is deceptively tanky for someone who's supposed to sacrifice durability for mobility.
