Did you sand before painting? Or just paint over the old bottom paint

if there's a lot of peeling either pressure wash it off or sand it depending on how bad it looks. For me personally i dont care how it looks as long as the paint sticks and wont come off immediately. And i'd also recommend to sand it if its been a long time or never been sanded. Paint will be in much better condition next year so its easier to apply next paint.
