About the Bell, I'm guessing it's an attempt at a Guardian Bell (Gremlin Bell, Spirit Bell) they are a good luck charm, or a symbolic piece of protection to ward off bad luck while riding motorcycles.

I don't sorry - it seems like those come up in the used market in waves. I would check Treatland.tv, the Detroit Moped Works eBay page (both out of stock now but I've seen them in the past) , or ask on the Moped Army buy/sell forum
