Is it safe to place the boundary wall columns or Pillars on the inside or on the road side ?

In my region people directly uses to place the PCC footing ( generally ,2.5'×1.5') and then do the bricwork on the it .Then after few years cracks start to develop ( may be due to drying shrinkage) .
My point is , If we do the same thing what specifications must be setisfied ? So that cracks might not develop.
