At the school implies some one has gone to school but not for studying purpose. Even if parents have gone to meet their kids' teacher we can say-- His parents are at rhe school

I have the following question - what should we use in these examples: "I've studied English philology at/in university", "I've taken classes in French at/in school"? If "at school" implies location, shouldn't we use "in school" meaning the institution itself? From what I know, we should use "at school" or "at (the?) university", but still I need a further explanation.

"The main muscles to be affected are around the shoulders, hips and thighs, though it can also to other parts of the body being affected, such as the skin, lungs or heart."
Sir, In this passage why did the author use "to be" before the first word "affected" and "being" before the second word "affected"? What are meanings and difference between these two words here?
