The correct phrase to use is "An expert in English."
The preposition "in" is commonly used when describing expertise or proficiency in a particular field, language, or subject. In this case, "in" is used to indicate that someone possesses a high level of knowledge, skill, or specialization within the field of English.
On the other hand, the preposition "on" typically refers to the topic or subject matter itself, rather than expertise or proficiency. For example, you could say "an expert on English grammar" to indicate someone's expertise in the specific area of English grammar.
So, to describe overall expertise in the English language, it is more appropriate to say "an expert in English."

In other words:
"Expert IN" is a broader or general concept. like "Linguistics" which is a science that studies human language and tongues.
"Expert on" is a more concise or specific concept. like Grammar which is a specific part of Linguistics of a language.
But, when it comes to speaking or talking to someone, those differences don't matter, I think the expressions "expert in and expert on" are used indistinctly.
The only expression that really makes a difference is "expert at" because it refers to an "activity or an action, I think you can't use the prepositions "in" and "on" when talking about an action or activity.
Drops of God series has a lot of about 🍷 wine. There are experts who can guess the grape variety by smelling the neck of the bottle or determine the exact name of the wine by the composition of the fruit depicted on the canvas or after a sip of this wine with your eyes closed.

I don't think that "an expert on language learning" is correct. It should be "an expert AT language learning" since language learning is an activity, not a specific subject. And also Kevin has claimed that it'd be better to use the preposition "at" with gerunds, and here you have a gerund "learnING".

Hey Kevin, could you please explain the difference between “experts” and “pundits”? And usage of word “kindly”. I often see that some people at my work use “kindly” when they ask somebody to do something.
This is very well explained, but I am confused by some of the examples provided. “Genetic mutations”, “this college stuff” 🤔
Is genetic mutation a, subject? To me is field of study.
But that's obvious! I'm an expert in medicine, i'm an expert on cardiology, i'm an expert in stenting. No way to say another!
