There is a big misunderstanding on the issue of certificate. The British system is slightly different from the American system. In some American colleges, third party vendors produce the certificates. Students can get a duplicate from them without notifying the school. (The school will know because the vendor will verify from them) but the school is not required to have a copy of the duplicate
You lie, no vendor issue a certificate without the knowledge of the school authority he is acting on their behalf.

He could fill whatever in the form to do the placement test but the result from the placement test gave him the opportunity to gain admission to the Chicago University. Once a certificate is not from the University it is fake. If CSU have an authorized vendor if should be able to authenticate certificate which it authorized. So having mentioned under oat that the certificate doesn’t eminent from them, means that they have nothing to do with it thus is fake.Come to think of it where did this said vendor got the signature on that document and by who’s authority.
