Another thing companies who make good armor do when they can't afford to have their armor NIJ certified yet is to send it to one of the independent labs to have it tested (they copy the NIJ testing protocol) and will publish the report. The report goes into detail about the temp of the clay at the time the shots were taken, the velocity of each shot, backface deformation in mm, how many shots were put on each panel or plate, etc. The company can also request a special threat to be included in the test as well.
I would say to just do your homework. If you can't, just picking something that is NIJ certified is totally fine. I just wouldn't write a company or piece of armor off because of not being NIJ certified. For example, the Adept Colossus isn't NIJ certified, and it's an excellent plate.
