The question to be asked here is this: Why would somebody choose to change his / her religion? Under what circumstances such decision is being made? If it is purely for economic incentives or proselytizing by the converter; then surely it is not a fair conversion as the person being so converted is exploited due to his / her economic deprivation or ensuing vulnerabilities. So it effectively serves as a fertile recruiting grounds for a hostile or pariah converter in an organised fashion. And hence, it is in their best interest to maintain an individual or a group of individuals perpetually in a state of economic dependence, distress and social deprivation or vulnerable condition so that any such resultant vulnerability could be effectively exploited eventually by those whose vested self-interest(s) / agenda(s) are being served by somebody's such distressed or adverse situation, isn't it? It is as good as buying your vote during election process. This is purely the mathematical politics of numbers that is at play within every organised religion causing so much of otherwise avoidable violence and hostility within a diverse and fragmented social fabric such as India, isn't it? It is not their love of god or protection of their religious faith, that must be understood clearly and one must not be seduced by such noble, lofty words and thoughts. However, if the conversion takes place after the due consideration, deliberation and thoroughly well understanding of the religious differences based on the facts free from any malice or manipulation and ascertainment by the prospectively converted individual that such and such religion appeals the most to one's spiritual longings and it is more compatible to one's way of life, morality, overall value-system, life-situation, world-view, etc.; such a conversion results or emanates from one's own free-will, matured understanding, personal responsibility and presumably so without any external influence, dominance, control, exploitation or coercion. The underlying assumption here must be that the person who is being converted makes such a decision not as a school kid but as a fully grown up, matured, responsible and reasonably rational/sane adult who knows what he / she is doing and what are its subsequent consequences. In such a case, state must have no objection, business or say because that would infringe the right of an individual to freely choose a way of life; whether within his/her own religion at birth or in the potential host religion. This is a complex matter for the judiciary to decide upon and must be dealt with on case to case basis. I am not sure what basis or principles are being applied by the lawmakers with regard to anti-conversion laws that are in effect currently by various states.
So, the evaluation in such cases cannot be made purely on the political or economic grounds but on the underlying factors that are actually contributing to the emergence of such a decision being made by the converted person, what are his / her underlying motivations or intentions? Also, the policy makers and law makers must not stop there but they must go a step further in actually addressing and resolving those root-causes of any such conversion decision. In a free civilized society, why should a person be compelled to any change or engage in any form of destructive activity(ies) on the basis / pretext of an organised religion? Isn't that a lot more pertinent question to be pondered over? By everyone involved and affected, the so-called religious leaders, by the people of any particular community, by the state agencies and by the judiciary. Why in the first place, we must design or create a coercive societal structure(s) where in someone is compelled to change one's religion or even worse - has to engage in much destructive and derogatory activity of terrorism that is being legitimized and motivated by such so-called religious pretexts? If these questions are correctly answered and resolved at the root-cause level; maybe we could even resolve the social evil of terrorism at the root-cause level permanently as most terrorist activities are driven and motivated by the underlying socio-economic deprivations of a household. So that root-cause is like a low-hanging fruit, very much within the society's reach to partially address any such root causes. Other root-causes of the terrorism could also be attributable to pathological psychological or social construct of an individual or group of individuals and that could be addressed separately by effective implementation of legal frameworks and their uniform enforcement(s). A well deliberated response is required while deciding on such matters in a responsible, civilized society, free from any coercion or underlying distress. Religion or religious sentiments are matters of deeply personal and intimate nature and each individual must be free to choose or select them just the way one is free to choose his / her friends. And any such individual religious sentiments must not be the play thing in strictest sense and spirit, for any conniving politician or religious leaders who could subsequently weaponize them and employ them for their political gains or intentions, that is the worse form of politics one could ever conceive of. And the public in general must also maintain an alert awareness that their religious or nationalistic sentiments are not being invoked, manipulated and exploited needlessly by the politicians or religious leaders whereas the issue(s) at hand could easily be solved by political, legislative, administrative or judicial resolutions. The people must resolve that their religious sentiments, beliefs and their citizenry rights and obligations are two separate things; and they must not be mixed or confused with one another needlessly. No one should be concerned about your kitchen and bed room other than your own-self unless it adversely hurts or affects their own right and freedom to live with health and dignity.

Govt should Remove Poverty of the people to stop any religious conversion.
How to identify whether any conversion is not forceful as the victim would be under huge pressure in this case .??

Conversion per force of any sort is definitely detrimental and need be stopped by law, however voluntary conversion is something which he/she has to decide individually. Besides inter faith marriages does not require conversion of faith, depending upon the partners concerned decision. Bollywood has many inter faith marriages and there are cases where partners have lived together amicably without conversion and respecting individual freedom of following one’s own faith.

Why cannot challenge. If Arivin Kejirival bail can be granted. Religious law must be challenged. Taxpayers' money cannot be abused by Courts

Sir, These states are passing such laws because of a fear that the majority Hindu Community may become a minority in India. Our caste ridden Hindu Society is unable to stem the conversion of the poor and marginalized castes from converting to the other religions. These laws bring the demon of Govt approval during inter religious marriages and as such infringe on the Fundamental right to follow the religion of choice. The Police will be helpless in the case of mob violence against people wanting to convert. The laws conceal a mischief of the religious hierarchy to forcibly prevent legitimate conversions.
