Mbumbi pop is 17, so that new city would be hard to maintain no matter how many pop chops you get.

Bloody hell, well done with Machu Picchu, impressive, even with the short-cut chops. The AI loves building that one, especially as it only needs a mountain tile and they can't build an improvement on potential sites.

Marbs as usual doesn't see the forest for the trees, fretting over a plus 4 industrial zone in Cumae when there is a plus 7 right next to the city. And, Cumae doesn't have his religion so moving Moksha there will not help spread Taoism. Nice job on Machu Picchu.
