Yes the neck width I wanted was 4" but I cut 3" instead, so it's only ideal to make the adjustments before transferring to your fabric. If you already made it 4", there's no need for the extra 1" I added at the front neck.

I believe you watched halfway because I added extra strap to make it longer.
there's no specific measurement, just add what you think will do.
