    How?
    Through defunding the police?
They've cut $150 million dollars a year from the police budget. That and (AND) 1,000 police officer positions. The strength of the LAPD went down from 10,000 to 9,000. Currently, the LAPD has about 8,500 sworn police officers.

Your providing incorrect information. The lapd was suppose to be at 9500 officers but have not been able to find willing applicants to fill the positions as they have fallen short of their allowed budget by nearly 50 million. Meaning the money is there to hire just not enough qualified or willing individuals to fulfill that need.
