- Amid continuing Patel sub-community’s quota demand and Rajasthan Government's passing two new legislations on reservation, RSS chief Mohan Bhagwat recently called for a review of reservation policy. This week in Sarokaar, our panellists debate if this is really the time for India's reservation policy to be looked at again. We try to understand who really deserves reservation and what should be the criteria for this.

The real problem is fight for limited opportunity between RICH URBAN upper castes and POOR RURAL upper castes.
1)50% out of 100% seats are reserved (sc,st,obc) and those from sc,st,obc who get enogh marks to secure admission through general category opt for that so even that remaining 50% gets reduced.
2)for that remaining seats POOR RURAL CLASS have face competition from RICH URBAN CLASS which has better facilities like better (private) schools and colleges, tuitions, study material, better guidance etc. where as the POOR RURAL CLASS has low quality (govt.) schools and no colleges, less study material, no tuitions no guidance etc. and in addition to that they have to face everyday hurdles like no electricity.So, obiviously only few from POOR RURAL CLASS get admitted to courses like engg., medical, law, CA etc. and remaining get either no employment or underemployment in agriculture.
3)Today OBC category from rural area is ALMOST same in economical condition compared to upper castes but they get slight higher chances due to reservation.
thats why youth from upper castes in rural area is demanding reservation by adding them in OBC category.
Looking at current scenario, one can say it's gonna take long time for POOR RURAL CLASS to get facilities comparable to urban class.So their demand of adding them in OBC category seems legit.

good debate but distracted by politics. My view below ,for those looking for substantial points.
1. The PURPOSE of caste and socio-educational based reservation is SOCIAL JUSTICE NOT POVERTY ALLEVIATION or economic justice, for which various govt programs are already on ground for decades.
With changing socio -economic scenario of country, under effect of privatization and globalization, inequality has increased, squeezing space for development and economic security for everyone. So, ECONOMIC CRITERIA BECOMES NECESSARY TOO for affirmative policy action but it SHOULD NOT BE CONFUSED with reservation for social justice.
THEREFORE,for socio-economic equality, INSTEAD of talking of scraping reservation, we need :
a) to RE-LOOK into problem of economic model of development that is increasing inequality.
b) Secondly, find and cure the reasons for ineffectiveness of economic empowerment and poverty alleviation programs(corruption, illiteracy ,faulty structure of programs, fiscal limitations, lack of awareness etc)
2. DO WE NEED TO END RESERVATION? _ NO.
Reservation policy has not gained substantially till day because of its structural weakness i.e only the better off people among reserved categories ,generation over generation, have gained majorly leaving vast portion still at bottom.
SO, MODIFICATION in reservation method is justified so all among reserved get their chance , like ' CREAMY LAYER' EXCLUSION.
3. Reservation should be effective in CAPACITY BUILDING than mere entitlement. There is huge gap between opportunity and achievement. RESERVATION WITHOUT good health, sanitation and BASIC quality educational level is USELESS.
4. PROBLEM OF INCREASING DEMAND FOR RESERVATION (like Patels, Gujjars, Jats etc) is symptom of JOBLESS GROWTH model and MISGUIDED HATRED/OBSESSION for reservation policy. HENCE, focus should be on
a) linking basic education with vocational education, skill development with industrial needs etc
b) wealth creation along with wealth distribution among all weaker sections, i.e promote MSMEs
c) Ways to increase entrepreneurship among youth.
d) Delinking politics from development.

1. The purpose of reservation is Social Justice through opportunities for development in Education, Economic fronts. If we refuse that even well educated and economically sound individual still faces the social injustice then the whole purpose of reservation is defeated and providing reservation makes no sense. It is well established fact that well educated and economically sound individual is less prone to ill treatment based on caste.
2.Caste is still a major indicator for backwardness but no longer it is the sole indicator. People already enjoyed reservation benefits to a certain extent must be exempted from reservations based on parental education & income criteria, So that the reservation benefits will trickle down to the really needed people in those backward castes. This should reduce reservations over a period of time with continual evaluation & scientifically determined metrics. Targets should be made to bring people out of the backwardness.

Q. How should policy be made to benefit those people who are financially backward and becoming a measure of social backwardness? Also some scheduled caste people have taken very good Job/post with the help of reservation in selection or promotion. Aren't they (or their children) hindering the way of selection of other scheduled caste people as reservation is constraint to a fixed limit based on their socio-economic condition?

To ensure that the benefits of reservations are provided to the bottom most people & not those who already have got the benefits.
I suggest ONE PERSON ONE RESERVATION - Everyone caste person should get one time compulsory benefit but not more than that. If you got the benefit in admission, you shouldn't get that for job. This way, we can reduce the number of people eligible for reservation & the benefits can reach even the bottom most people, thus ensuring equality.
