Daaamn he missed the best joke of the episode - when Quagmire begs Peter not to tell Cleveland, Peter calmly replies “Well, alright Quagmire....” then less than a second later it cuts to him spilling all the beans like “CLEVELAND QUAGMIRE’S SLEEPING WITH YOUR WIFE” 😂😂

Peter was trying to get Cleveland fired up to get him to stop "bottling up his emotions", not go kill Quagmire. That's enough reason for Peter to try and stop Cleveland.
As for Quagmire, I think you massively misunderstood him, Quagmire will have sex with anyone and any _thing_ he can, and Loretta herself invited Quagmire to do it, despite him arguing that "You're my best friend's wife..." so Loretta being somewhat unattractive wasn't going to stop him at all.
Family Guy is a mess Quagmire is just plain nasty, I love the part when Brian slaps Lois, I always love that part, it's not Quagmire as what is Loretta she's the one that instigated it, that's not speedy hate a kid, everywhere, oh damn Quagmire is going to be quiet my azz, man it was a good episode thank you as one of the good ones.
