I think it is just an ice cream in a cone with a butter cookie in it. I don’t remember what it is called, but I’ve had a friend show me some pictures of food and locations while they were over at Japan.
Also, the butter cookie is referred as a Japanese butter cookie (Yoku Moku, if I recall correctly) and are usually shown in triangles, rolled or are sometimes birds, but are referred by different names depending on shape (like, cigare means it’s rolled up).
Sorry, I realized you were talking about the other snack.
It is rather umaibo, or another rolled based snack. But it is most likely potato based, since most of the popular snacks are stick like/rolled and are usually made of potato or rice.

さすがに知名度が上がり過ぎちゃったな。ただ相変わらず高齢者とかを脅かさないように配慮してるし、無関心な人まで驚かして巻き添えをくらわすようなことはしていないのが良いね。警戒していない人を脅かすと事故につながるからそういうドッキリは気をつけないと日本の場合社会問題になる。
