+David Haffner I think you put your finger on the real problem with this movie (and every other movie that features SHIELD). What, exactly, is SHIELD? Are they the enforcement arm of the UN? An expanded version of NATO? Some weird Illuminati/Bilderburg/One World Order mishmash? Where do they get their money? Their authority? Their personnel? And no, just saying "a bunch of billionaires who really run the world" won't cut it, you have to explain how it might exist in the real world if you're going to (using Mike's air finger quotes) ground these movies in "real world political red tape". Can't have it both ways, either SHIELD is realistic and believable or it isn't.
Good point about the potential nuking of NYC, look at how much people still bitch about Hiroshima and Nagasaki and if there was ever a nation that deserved to get nuked, it was Imperial Japan (though, in the end, it saved a lot more lives than it ended)....
General Ross was also a hypocrite for not mentioning and accepting the blame for helping create Abomination who caused death and destruction in Harlem, NYC.

Not really. Only a couple characters "really" died in Infinity War.
Black Panther came before the Black Panther movement, but they were like months apart from eachother. Both the character and the movement get their name from the tank battalion 761st (Also known as "The Black Panthers"), and they were the first all black tank division during WW2.

Cap and Tony don't hate each other at the end of the film. That is practically screamed at you when Tony hangs up on the congressman (presumably he was calling to order Tony to stop Cap from breaking the other heroes out). They just have ideological differences. I like that they ended the film with a schism in the Avengers, because in real life people don't magically set aside their differences because they're friends. "Well, we have a major disagreement as to how our operation should be run and vastly differing viewpoints, but we'll all just get along and sing about the magic of friendship now'.

I'm 25 minutes in. Rich has discussed his idea to make the movie better. He thinks it would've been more interesting if they all just signed the Sokovia Accords and then it was slowly discovered that a shadowy organization was pulling the strings over at the UN. Hmm, a movie where Captain America discovers that an evil organization is controlling a government agency... That's a fantastic idea, Rich!! Maybe one day they'll make that movie!

Captain America fights for the ideal of freedom, not for the Government. The last Government institution he worked for turned out to be a fascist terrorist cell in disguise. It makes perfect sense for him to be against Government control. It's what makes Captain America relevant in a post 9/11 world, because he's the guy that says; "This isn't freedom. This is fear." Tony, on the other hand, is the guy that accidentally built an artificial intelligence that nearly caused global extinction. I think he would understand the need for some kind checks and balances.

Took me a few views of Civil war and the few films prior to fully get this so I'm glad you commented this as it confirms why they had what appears at first to be a strange flip of personality. I think what I and many others have missed is the character development of Tony Stark and Steve Rogers.

***** I only saw the movie once, but I think "prison guy" was Falcon. Tony visits the cells where Cap's team is taken after the main brawl, there's a quick interaction with Ant-Man then he talks to Falcon.

I think Age of Ultron proves two-hours of Tony Stark's negligence.
The thing is, Steve came so close to agreeing with Tony midway through the film, and Tony was ready to talk compromise to smooth the whole thing over. If it wasn't for the fallout from Zemo's scheme, they'd have worked it out together. Bucky was a destabilising element, he kept the situation escalating beyond a simple ideological disagreement.
I don't watch Marvel movies, but isn't Captain America and Bucky the same character just with American and Soviet sensibilities? Soviets don't give a fuck and sometimes recognize the effectiveness of might. Captain America seems more like a diplomat.

They’re not referencing the destruction of NY as the reason for the reigning in the Avengers. They’re using the destruction of Sokovia by a ironman-made AI as the reason-hence the name “Sokovia Accords”.
IMO that’s a much more reasonable rationale for handcuffing the Avengers. It wouldn’t have happened if Ironman didn’t try to play God.

The fact that the movie explains an actual philosophical debate ("Freedom vs Control") well enough to the point where people actually defend one side and condemn the other one blows my mind.
***** I don't know, I've seen many movies where they try to use real life debates in the narrative and it just comes off as bullshit. For example in Age of Ultron they use the "humans will be doomed by the arrival of AIs" thing as Ultron's main motivation, which is a real serious thing that scientists argue about, but it comes off as an excuse for the Avengers to punch robots. No one walked out of Age of Ultron arguing about the dangers of artificial intelligence, at least no one i know.

What if something attacked Iran or North Korea and was killing innocents, yet the UN said the Avengers could not intervene because of political issues with those governments? Whether you disagree with that sentiment or not Captain America didn't want to be put into that situation which is why he couldn't sign.

The moral that everyone should take away from these movies is that if you don't wanna die from collateral superhero damage, don't live in a major city; Just move to Milwaukee and you're fine.

I hated how in Civil War they didn't bring up the other big incident when Hulk went fucking crazy in Africa and Hulk Buster fought the shit out of him, destroying shit and probably killing people. Like, that would've been a better argument to put against Cap.
BossHalo219 Well, that was an argument made against Cap. It was very briefly mentioned about losing two nukes referring to Thor and Hulk. It's just that there's too many argument for each side because many people find a side to go on with very valid arguments for both sides.
BrownKidDesigns Either way, I found the argument in the movie to be stupid. I liked the movie, but I wish there was a stronger motivation for each side.
I think that's one of the biggest issues.
It does come off to me like they had no fucking clue what they're doing.
There's a lot stuff and plots just to get to certain points without ever looking at what was already there. The conflict itself is set up in several different ways.
There's an entire subplot about other Winter Soldiers just to get 3 characters to a specific place and then there's all the stuff about Winter Soldier having killed Stark's parents to get them to fight there. That's pretty much how the entire movie is build and I think it just tries to act like something deep while it actually is just overly complicated to hide up the fact that it doesn't make any fucking sense.
Next to that none of the characters do something actually wrong. The characters are pretty much all passive and have no progression, in any way.
How about this:
We start off with the movie with the Avengers being on a mission trying to stop that assassination of that president or something if you really want Black Panther in there. Assassination is about to be pulled off by a branwashed Winter Soldier but Captain America doesn't stop him by killing him when he gets the chance because, you know, it's his friend. It's simple, it's personal, and a good conflict. But instead we get vague plots about "politics?" and some guy who's pissed and still other plots to move the thing forward.
Also, why does it have "captain america" in the title?
What prosecution? They straight up send a death squad after Bucky....
I think the sides of thee conflict make a bunch of sense when you really factor in what the Iron Man and Captain America movies have been about. Iron Man has always been about Tony having to take down private individuals trying to exploit and endanger lives; Captain America has always been about Cap having to take down large shady organisations (namely Hydra) trying to take control of the world. Really, both sides make perfect sense as to why they'd be against each-other.
Bucky is also an embodiment of Cap's ideaological stance, he was a tool for Hydra, which we now know had control of shield. He was essentially a blunt weapon for a superior body to utilize. Literally exactly the same thing that Tony wants to establish ..

Mike: On Steve's side
And they're the ones directly fighting each other in the end just like Tony and Steve did. With Mike getting the upper hand like Steve.

In hindsight, I'm pretty sure we're supposed to side with Captain America.
In Infinity War, when Thanos is literally attempting to wipe out half the life in the universe, General Ross still tells Colonel Rhodes to arrest the Avengers. That's psychotic. And at that point, after admitting he was wrong to side with Tony Stark and sign the Sokovia Accords, Colonel Rhodes tells him to go jump off a cliff and joins the fugitive Avengers. Not to mention, Tony Stark himself was about to call Captain on the cell phone to help fight Thanos before he got interrupted by Thanos's arrival on earth. In other words. Tony Stark, the face of the pro-Sokovia Accords side, did not follow them when it counted.
Also, Ant Man & The Wasp was basically all about glorifying Antman going against the accords and his own house arrest for previously breaking them in order to help Hank and Hope Pym.
A lot of people think of the film as being titled "Marvel Civil War", or something like that. It is actually titled "Captain America: Civil War", because Captain America is the protagonist and hero.
Yes, the movie never really took this whole question seriously. If it were real life then Rich would be 100% correct, but Mike is correct that they should have not even included this entire plotline.

I felt like captain america's motivation to go against the sanctions was backed up by what happened to him in Winter Soldier. Showing that government systems can be infiltrated and compromised
I'm pretty sure that the fact that Stark and Rogers end up on opposite ideological ends compared to how they first began was intentional, and I was very pleased to see their characters evolve in this respect.
I'm not a wrestling fan, but I watched Wrestling Isn't Wrestling, and Triple H's arc is basically the same as Tony's - from rebellious independent maverick to fist of the ruling establishment.

They even talk about the bureaucracy and how if they really pass these laws it would hurt society because monsters would keep attacking and the avengers wouldn't be able to do anything about it. This is such a lazy episode
I will never see characters being flawed as a flaw in the story. People make bad choices, people get hot headed, etc.

This is one of the best in the series. Internal conflict rather than a big villain, I’m all for it. The emotions were there and the theme of revenge transcended multiple characters.

Cap steals a car in EVERY movie he is in. Apart form the original "I pretend to be sick to get the driver out of the car" move, he also steals a car in The First Avenger before Peggy convinces him to take a plane instead, then he goes and steals one in The Winter Soldier (Natasha even asks him where he learned this), and in Civil War he does it at least once (during the chase scene) but maybe twice (where was the VW coming from?).

That fight at the end is hilarious. And it's a great way to put in homages to the great movie fights of James Bond as well as Jack Reacher.
Its amazing how Rich and Mike have completely missed Steve and Tony's character arcs over the last 6 movies or so. Tony keeps making mistakes and having to face the consequences, Steve just came face to face with a government program to automatically snipe anybody across the globe because of their perceived threat against the united states. That's why they're on their respective sides. Tony wants oversight because he doesn't trust himself, Steve wants freedom because he and his friends are the ONLY people he trusts.

Rich's "one side makes way too much sense" argument is refuted by the film he claims he just saw: The Winter Soldier. In that film, HYDRA infiltrated SHIELD and took control of their shiny, new super-weapons. What if that happened and grounded the Avengers in a crisis?

The problem is, none of that was stated in the movie. Cap just stated that he is unable to just do nothing when something wrong happens but only touches what he dislikes on a *very* superficial level.
Iron Man mainly states "some control is good" but never elaborates on that either. In the end, you get a movie wich says absolutely nothing about the philosophical issue at the core of the "Civil War" part and is based purely on emotions. Wich is fine, but then the movie shouldn't pretend it has political ambitions.

Yes, the film could've given casual viewers some more context on Caps stance based on Winter Soldier events but seriously? While a film should stand on its own it also shouldn't have to handhold an audience that should damn well have seen winter solider before this movie. That doesn't warrant statements like "superficial". It was an ambitious film that had a lot to balance. I realize that's not the best of excuses though.

There needed to be a bit more personal, emotional motivation to pull it all off. That's realistic. That's real life. There's no way this conflict happens purely from political philosophies. I'd say the fact that differing views on the accords set into motion the main conflict throughout the majority of the film is pretty sufficient. Not perfect but solid.
But you are correct in that it was probably a more personal, emotionally conflicted story than a political one. I mean didn't exactly claim to be TOO much more. The controversy over the Accords was very fleshed out and sufficiently set up a conflict I thought.

I probably misphrased some statements. I realise the importance of the emotional reactions to the situation and I think the movie pulled that off quite well. My favourite part of the movie was Iron Mans emotion overwhelming his political stance on the issue after he learned who killed his parents.
My problem is that the movie starts with an issue that is very much philosophical, but falls short to discuss that issue on a political/philosophical level.
While I still enjoyed the movie quite a bit, I think that kept at "just" being an entertaining flick with characters I like very much instead of being a truly great movie.
If they had just scrapped the villain and left the movie without a "bad" party and emphasized the political conflict a bit more in about 5-10 minutes spread across the movie I would've enjoyed it much more.
In the end it comes down to what one expects from the movie, but the way they set it up I at least expected them to dive a little deaper into the issue.
R0DisG0D yeah they definitely could've delved a bit deeper. It kinda becomes the Bucky-Cap storyline even before the big airport fight sequence. But I suppose I just enjoyed the flick enough to where what I got, while maybe different from my initial expectation, still a great comic book movie.

Yeah, just ban superheros. It worked kinda. There certainly weren't any heroes. Criminals didn't seem to care too much.
Jay's "that's amazing" at 22:52 is easily one of the most underrated RLM moments of all time.

+Dakota Hazel Wanda doesn't trust Tony, she trusts Steve. Tony was so scared of her he didn't even tell her about the situation. Wanda had become a scapegoat, her being an immigrant making her situation impossible.

I love how Rich Evans was laughing his head off about how limp-dicked the UN is, and how by the time they decide to send the Avengers everyone is already dead, when he just got finished saying that Iron Man was clearly in the right and there was pretty much no argument about it, haha.

+tumblingski Really, I think it's a better way to approach a between-Avengers movie. You can't have a film that acts like any of the big characters can die, because they're all signed for like five more films, so why not make it all about interpersonal struggles? The problem isn't that it's philosophical, I'd say that there's a lot of problem in the marketing, deciding who's side you're on out of the gate, and making like a game out of it.
Also: I haven't seen the movie myself yet. I can't speak for how well it presents either side.

Of course when there are massive catastrophes there are going to be inevitable casualties. You can't hold The Avengers responsible for the disasters other than the damage Ultron did, but that is Iron Man being stupid in a different movie.
On the topic of the review, I was pretty surprised by how much Mike and Rich disliked the movie, I thought it was definitely one of the stronger Marvel films.

Mike, the UN thing isn't about magically reducing collateral damage - it was about making the Avengers answerable to someone besides themselves, for where they take action, and how. They are essentially cruising into sovereign nations as they see fit, and steering fights where they see fit, without even asking permission from heads of state, let alone the entire UN.
And Tony/Steve don't talk for two seconds - they talk at the beginning of the film, they discuss it more after the highway chase, and then they discuss things more at the Winter Soldier facility - before Tony loses his head because he's watching a video of the guy next to him savagely murdering his mother.
I love how you can hear when Jay smiles from his voice alone. Wow, I've binged this way too much at this point.

The fact that they can debate these sides for almost 30 minutes, means it did a good job.
They don't seem to understand that Captain America's position is appropriate. He portrays the traditional American values of having the government work for you and the not the other way around.

I really like this about him. I knew nothing about Captain America when I started watching these movies, and so I assumed that a character like him would always be the one to toe the government line. What makes him complex is that in all three of his standalone movies, he has to defy his government to do what he believes is representative of America's values.

I thought I would hate Captain American because of the name (I'm not american), but I find myself buying all three movies and none other. To me Captian America is what humanity should stand for. While Rich says that Tony's side is the obvious answer, I stood on caps side because I agree with him wholeheartedly and believe he was in the right. Never let the government control you. The government is to serve man and not rule over him (yes paraphrasing a dragon age quote if you are familiar with it).
Cap has already seen the corruption of people in power and was not going to give up his freedom to allow others to control it. Sadly a liberty a lot of people are willing to give up. Control is not nor ever the answer. That's why I I'd always stand for Captain America. And it's Captain fucking America. The most moral super hero ever.
Okay, it really sounds like Jay enjoyed this movie and Mike and Rich are being Debbie Downers. As far as some "other" movies that pit big name heroes against each other, I feel this one delivered on most every level.
I agree more with Jay about this film than Rich & Mike, I thought this was a good movie with a decent story. Still the most entertaining reviews on the internet.

The fight at the end of this video was way more fun and funny than I would have expected. Good job guys. I was smiling throughout the entire thing, and I was actually tense. It was awesome.
For someone who "just saw Winter Soldier" Rich has a hard time remembering where cap's distrust of authority comes from. Didn't he literally say that if someone else holds the reins the team will never know the full story behind their orders? Not saying he's in the right, but that's the point, isn't it. There is no right side.
I'm with team Jay on this one. The plot was mostly an excuse to check boxes and there's some awkward tone issues, but the light-hearted moments worked by themselves and the drama worked by itself. It would have been better to have a more focused story on Bucky or whatever, but this movie was alright for what it was. And it was fun. Sometimes i like to have fun.

I'm with Jay on this. This movie was a lot of fun. I quite enjoyed it, though it did have a weak spot or two.
The government coming along and basically saying "You guys saved millions and millions of lives by acting on your own accord. We have to prevent you from doing that in the future" is what made the most sense though.
It’s that the governments outside of America don’t want these people with agendas running around destroying buildings. After sokovia and Lagos, these countries don’t want the avengers interfering in them. They don’t want to stop them from saving people, they want to limit what people they should save.
