The latter is not sustainable for a club with Chelsea's revenue. The goal is to build revenue long term while staying financially sustainable and abiding by financial rules. That's what they're doing.

Olise doesn’t come as a surprise. Why was it taking so long? Could have put up with Tuchel until end of season and would have won us a CL or Europa place the following season. Stop buying a dozen new players every transfer window. Centre back (Tosin already bought) and striker are all we need this time.
Telling him where to go because of high wage demands is the right thing to do. I'm actually glad that we have a wage cap. Why should we massively reward a player for being brilliant at his former club? That being said, gutted as I am, it isn't that big of a loss.

I'd assume that on the basis of us and Bayern offering a similar wages he'd chose Bayern given CL this season and Bayern consistently competing for top honours. Maybe we could have swayed him by giving him crazy money, but that probably wouldn't have been wise in the long term (and would have broken the wage structure).
Disappointed as I think getting him would have made us favourites for top 4 for next season, but it is what it is.
