We can see on statistics that they are connected. However, what we are seeing is that self control (not watching youtube, facebook tictoc etc.) is now a bigger factor. The argument about birth rates is weasly and totally besides the point. No where in the UN definition of genocide does it specify that a population count has to drop by X amount for the actions to qualify as genocide. Genocide is a deliberate action with a certain intent. If you have a population of a 100 million people and you start committing acts that satisfy the definition, it would still be considered a genocide even if their numbers dropped by like 10000 during the time period the prosecution is taking place. It's not (or not just about) the outcome after the fact. It's about the nature of the actions themselves.

It's pretty macabre to think about but aside from the obvious (relocation,) partially the reason they're having more children isn't because they're intentionally breeding like crazy, it's because:
A) They're aware their age expectancy is shockingly low, due to poor conditions. My grandmother came from a family of over 10 siblings, because they just thought many wouldn't survive childhood due to disease. (And they were correct, some didn't.)
B) They're aware there's a non-zero chance some of your children will be killed or be imprisoned.
C) If other avenues of fulfillment are unavailable (career, art, hobbies, travel) people will try to find purpose in continuing bloodlines. Newer generations are having less children for many reasons but one is just that they're not unhappy or unfulfilled without them.
Underlying it all is a bigoted notion that net population gains are a win for your "kind." If a family of 5 Jews are killed in the Holocaust but some other Jewish family has 10 children, it's still the holocaust.
