Pannun Plot has Hallmark of Indian State Sanction, US Intel Agencies say RAW Chief Fully in Picture

    In an interview to discuss Monday’s lengthy story in the Washington Post, which he was one of the authors of, which reveals details of the alleged attempted assassination of one of the leaders of the Khalistan movement, Gurpatwant Singh Pannun, whom India considers a terrorist, and which is alleged to be a result of a plot hatched in India, the Chief of Bureau of the Washington Post has said that it has “the hallmark of Indian state sanction”. The Post says: “U.S. intelligence agencies have assessed that the operation targeting Pannun was approved by the RAW chief at the time, Samant Goel”. However, Gerry Shih reveals that American agencies are less confident of any role played by India’s NSA, Ajit Doval, in the alleged attempted Pannun assassination. His article says: “CIA analysts have assessed that Doval probably knew of or approved RAW’s plans to kill Sikhs his government considered terrorists” but carefully adds there is no smoking gun and he adds US agencies are less confident about Ajit Doval’s role than they are about Samant Goel’s.
    This raises the question what if anything did the Prime Minister know? Gerry Shih in his article says: “US and Western security officials said it’s unlikely that RAW would have launched such operations without a clear understanding that doing so would be met with approval by the prime minister.”
    Gerry Shih made clear that the United States is not the only country that has expressed concern about RAW. His article reveals that Australia, Germany and Britain have had “clashes” between RAW and domestic security services and “RAW officers and agents have faced arrest, expulsion and reprimand” in these countries. In 2014-15, when Samant Goel was RAW Station Chief in London, “Britain’s domestic secret services delivered warnings to Goel” on many occasions. Gerry Shih believes they even considered expelling him but, in the end, did not do so.
    Gerry Shih’s article reveals that “A US delegation that travelled to New Delhi several weeks ago for an update on the probe (into the Pannun matter) … returned with little evidence of meaningful progress”. He says the US is frustrated even dissatisfied with the rate of progress made by the Indian side in its investigation.
    Gerry Shih refutes Randhir Jaiswal the official spokesman’s claim that the Washington Post story is “unwarranted and unsubstantiated imputations”. He also refutes that its “irresponsible”. He says The Post had given the Indian government sufficient and ample opportunity to respond to their story and would have carried their response had it been made available to them before publishing.
    I am only giving you the main broad points made by Gerry Shih.       Anyway, these kinds of things are done by many countries including US. Recently Israel killed some Iranian general in Syria. Some time back US killed another Iranian in Iraq. So these operations happen far more often.

    I wish Mr. Thapar had probed Mr. Shih about certain ludicrous claims in the WaPO article. 1) The article refers to eleven Kashmiri and Sikh "separatists" being neutralized in Pakistan in the past two years (two days ago the article had referred to these individuals as "activists", at least the writers have updated the designation). These separatists include Zahid Akhund, who was involved in the Air India hijacking. Shahid Latif, the commander of Jaish e Mohammad. Riyaz Ahmad, a top Lashkar commander. These are not benign souls who were conducting pro-democracy activism in India, these men were responsible for killing Indian citizens, yet had continued to operate with impunity in Pakistan. 2) Even more ludicrous, the article claims that Indian intelligence is increasingly harassing groups abroad that are "perceived as disloyal to the Modi govt". Seriously? The groups that parade the assassination of Indira Gandhi through the streets of Brampton are disloyal to the Modi govt.? Groups like SJF, which wants to carve an independent state of Khalistan out of India, and whose designation as a terror group in 2019 was welcomed by then Congress Chief Minister of Punjab, are being targeted for their opposition to Modi govt.?

      You're correct, but it is very clear where India is in the international military and intelligence activities, usually governments work together. India did it on its own. Even US (through bribery or their own puppets, or through official channels) are able to build military outposts and work with local govts to do their thing. India did it on its own. Indicating India is a rogue nation and should be seen as a threat. - this is okay if that is the intent, but the consequences might be heavy.

    Mr. Thapar, I enjoyed your interview. Thank you for doing a great job as a journalist. Mr. Shih is a seasoned, well-trained, and articulate journalist who knows his job well. It seems that India's present government and Mr Modi's incompetence will negatively impact the best interests of the Indian people for the foreseeable future. One thing is sure: the Indian democracy as an institution is not heading in the right direction; it is becoming a sham democracy under the current Modi regime, and the US foreign policy's double standards have also exposed the weakness of policymakers and the hypocrisy that would cost the American people dearly in the coming election. Its results would be a good test for both parties in the US.
    What the R&AW is doing in friendly countries like the US and the UK has exposed its incompetence, arrogance and gross misunderstanding of the functioning of important capitals of the world. Authorizing at the highest level killings of foreign nationals in their home countries, executing those plans and then federal ministers, like Mr. Rajnath Singh and the Indian Prime Minister, Mr. Modi, taking credit for such criminal acts will haunt India for some time. The MEA, Mr Jaishankar, and NSA, Mr Ajit Doval, must immediately be sacked for damaging their national interest by being part of such criminal acts outside India that have hurt and would hurt further Indian interests. These officials' criminal negligence has embarrassed the people of India and has put severe questions on the integrity of Indian institutions, its democracy and the people's ability to have respect internationally. The Indian voters must remember who the best person or party is to represent them globally and make policies that serve their best interests.

    Isn't a tough interviewer supposed to ask uncomfortable questions to the guest? Couldn't he ask why Khalistanis are designated terrorists? Or why USA accepts these as citizens in the first place?     The fact that Nikhil Gupta a suspect in this alleged plot to assassinate Pannun in the US, is being held in the Czech Republic is similar to what the Americans did to terror suspects during the George W Bush Presidency. This is undoubtedly the ability to the use of so called enhanced interrogation techniques on Gupta, which would be illegal on American soil. The Czechs would have no qualms in carrying out this unpleasant task on behalf of the Americans in return for monetary benefits.
