Sir, reason of accident not explained.
The rear SM will permit the train on receiving LC from ahead station with PN. In this situation of occupied section how he got line clear, and allowed another train into block section. Some thing is behind the scenes.
Automatic Area means we can send more than one train in the Block Section 😊
SM should have suspended the Automatic working in case of Signalling failure and give T/D 912 with C.O.
Or
If trains are going without Authority then they will stop on all the Failed Signals (Red light) and proceed further with Speed Restriction 15/10 KMPH

इसमें यह भी तो जरूरी है कि जब T/A 912 स्टेशन मास्टर/ DY SS के द्वारा LP को,अकेले दिया गया तो LP को भी तो इस बात के लिए बोलना चाहिए था ना, कि यह ओथोरेटी नियमानुसार अकेले नही दिया जाता है ❓ वहां पर उस दिन जितने भी गाड़ी के LP को,अकेले यानी सिर्फ T/A 912 दिया गया और LP द्वारा उस ओथोरेटी को लेकर वहां से प्रस्थान किया, तो क्या LP के द्वारा भी नियमों का उलंघन नही हुआ ❓ क्या LP को भी GR&SR का जानकारी नही थी ❓ क्या SM/DYSS के द्वारा कोई भी सही ग़लत ओथोरेटी दिया जाएगा और LP उसे लेकर और सही मानकर गाड़ी लेकर प्रस्थान कर जायेंगे ❓ तो क्या यह नियमानुसार सही होगा ❓

To train manager bhi to sbhi gadi me rahe honge jinko authority Mila hoga.... ya information Mila hoga authority Milne ka....to koi bhi train manager LP ko ye niyam kyn ni btaye???....LP ke uper turnt ungli uthate ho...train manager ko bhi sbhi authority ke bare me knowledge hona chaiye..... Train manager piche bus arrival departure likhne or signal exchange krne ke liye ni hota h.... Ap mail ke train manager h par ek bhi line me train manager ki glti ni btaye.... Ungli hmesa LP ke uper hi kyn uthti h????

As per amendment slip 49 in NFR, after automatic signal failure S&T dept will declare that it will be prolonged failure and Train will move in line clear like absolute block system....Now let me clear one thing in between signal failure time and prolonged failure declaration by S & T dept how train movement will be done????

Now the answer is before declaring prolonged failure, let the trains go without giving any authority. LP will stop on the defective signal for 1 min by day or 2 min by night and proceed further cautiously not exceeding 15 KMPH during day when view is clear & 10 KMPH when view is not clear or night time, (Rule-Passing Automatic Signal at on).
If we give T/A 912 to LP, there is 💯 percent chance of Accident like this.
And in G&SR, nowhere rule is available to give T/A 912 alone.
Further any Signal (Automatic/Manual) when fails, it will show only Red Light (Stop Aspect)

"Amendment Slip No.49 to G&SR book, 2004 edition of of N.F. Railway dated 10/11/2023
Item no. 1 -Add the following as SR 9.01/1 on page no. 240:
SR 9.01/1: Operating form No. T/A 912 is the Authority to pass Automatic /Semi- Automatic/Manually Operated/ Gate stop signal ni defective."
iI is telling the name of the Authority T/A 912. But it is creating confusion and due to this confusion SM has given single Authority T/A 912. Now imagine the problem of this Authority when given alone - LP will go with normal speed, because there is no speed restriction in the Authority. If any preceding train stops due to any problem like Hot Axle/Hot Box or ACP or any other reason, but the following train will come with normal speed and may collide with the train moving ahead. Due to this reason we discuss in the class that this Authority T/A 912 should not be given alone. Either do not give any Authority and Trains will proceed observing "Rules of Passing Automatic Signals At On" or suspend Automating Working and follow SR 9.12/1 of AS 49 of NFR dated 10-11-2023 (i.e. using T/D 912, C.O. 25/10 KMPH and only one train in the Block Section at a time)
But I agree strongly with you that this rule "SR 9.01/!" is not very clear and Administration should clearly mention that it will not be given in isolation (alone). In G&SR at so many places confusing rules are there and require clarity. While teaching at ZRTI/Hyderabad we as Instructor take it our responsibility to clarify the rules and clear the doubts of our Trainees in the interest of Safety. Same we expect from other ZRTIs also. Thank you so much for your interest. I took time to discuss with you and feel happy about it.
