Small HVAC Control Panel

I have a Customer that is building a Waste Water Separator Building. Currently they have an Exhaust Fan that is operated by a manual switch. They are having corrosion issues cause they are not running it enough. They want me to design and build them a fully programmable starter that they can configure this to operate automatically and adjust for their needs.
