SOUTHERN GROUND BEEF CABBAGE CASSEROLE!! Best Recipe Ever!

1 lb ground beef
1 med onion
2 carrots
3 tsp minced garlic
1 tsp salt
1 tsp pepper
1/2 cup uncooked rice
28 oz diced tomatoes
1 tsp oregano
1 tsp garlic powder
1 tsp onion powder
5 cups cabbage
1 bell pepper
1 1/2 cups beef broth
For the topping
1 sleeve ritz crackers or any butter crackers
1 cup shredded cheddar cheese
1 stick (8Tbsp) butter
