    The pop up cleat will become trash after a few uses of the windlass having the chain going back and forth over it

    But is it not advisable to connect the Cleat to a strong place, where a strong wind will not tear it from the place?

      Absolutely. Generally, if the deck is strong enough to support a windlass, it will support the cleat as well.
