Actually, you can. You have to file documents showing your made efforts to find them etc but you can get divorced.

Kindof. Initially you need both parties. But after a while if you prove that you haven't been in a relationship and the other person is just being an asshole or is MIA and that you you exhausted all reasonable avenues you can get a one party divorce.
Yes an abusive partner can still be a pain and make someone's life hard by not granting them a divorce but it wouldn't be indefinitely. At least in most places. Rules may vary by country or state(if you're in the US).
