All you need to do is add a grab rail and return on top and bottom, the 2x4 is just too big to grip thats why it wont pass, you dont have to remove anything just add a grab rail and remove after inspection if you dont like it
Good call, so many confused about handrail graspability at stairs. I see tons of flat or on end 2xs for handrails. Who cares about looks, if your mother flops down the stairs. Lol.
