from what i know, its not how much kelp you take out at once that affect the amount of exp. its how many kelps have been cooked before you take out that kelp that affect the xp.

Does it really need that many observer?

You can use less observers, so long as the redstone line behind is across all blocks just like in the video.
The observers detect when any kelp in that row grows to be 3 blocks high and then activates the full row of pistons so if you use less observers it means less chance to see if a kelp has grown. But I tested it with observers every other block instead of the full row and it still functions the same!
