hi if you're still confused, you need to go to the top left and press file, then press open and find the 7k pack file, it should open up as a second tab in photopea. you can drag the effect images into the tab that has the thumbnail you wanna edit in. if they have a black background and you wanna just have the effect image, you can just layer it.
