One of the primary concerns regarding federalism in Nepal is the significant increase in administrative costs. The creation of provinces, each with its bureaucracy and administrative apparatus, has led to a multiplication of government offices and personnel. This exponential rise in administrative costs diverts precious resources from development projects, social welfare, and infrastructure, jeopardizing the nation's economic stability.

Ferdalism in nepal, even in south asia cannot be compared to the swiss model. Not because we have different culture but because corruption, nepotism and favoritism is deeply rooted in our culture. Fedralism or any sort of decentralized system will work in our part of the world only when knowledge and self awareness will prevail, not education but self awareness!

As an individual, my opinion on federalism in Nepal is shaped by the challenges faced in its implementation. The administrative complexities, ethnic tensions, and issues related to resource distribution have raised concerns. Some argue that federalism might exacerbate regional disparities. However, it's crucial to acknowledge diverse perspectives and consider the complexities of Nepal's unique socio-political context when forming an opinion on the effectiveness of federalism in the country.

India, with its vast and diverse population, operates with 28 states and 8 union territories, while Nepal, with a significantly smaller population, has opted for seven provinces. However, the number of government officers and MLAs in Nepal per capita surpasses that of India, showcasing the disproportionate economic burden imposed by federalism on the smaller nation.

It doesn't have to be pro-India necessarily, it just should not be pro-China. Both the government and citizens of India considers Nepal as an ally (ignore the media, they always spread BS). So we won't like the fact that our ally(Nepal) is siding with our enemy(China).

    Few things :
    1. Faulty election system of Nepal and the representative numbers.(Bonkers!!!)
    2. After successful Sikkim endeavours in 1975, there seem to have been several seeds sown for separation of Terai from Nepal, to counter the chicken neck issue, which later failed to materialise following Mrs. Gandhi loosing the elections and India's own domestic turbulence.
PS: Experts (International and national) were a bit surprised when they heard that Nepal was willing to go to Federalism because
    1. It didn't have the funds.
    2. The land area was small.
    3. The population was also less.
Then experimentation begun and ringmasters observed carefully, talking notes which would be useful in future scenarios.
Needless to say, who did what.
To quote several "key international position holders", who have spoken along the following line, off the record :
"It's all about setting the narrative and selling it to the public and in Nepal's case it seems that is particularly about creating an ever lasting controllable chaos."

    Thank you Dipesh,
In Nepal, there is widespread propaganda as a result ppl do not even understand what federalism is.
There is an assumption that in unitary states there are no provincial assemblies; however, even in Panchayat Nepal had Zilla Panchayat and Anchal Panchayat; and there are assemblies in China, Sri Lanka, Philippines or Japan all of them are Unitary countries.
There is a need to enforce regional laws even in Unitary States, so that the central government can focus on crucial issues such as Immigration, Fiscal Policy, and International Relations. Nepal, apart from the term Federal is just a Unitary system. However, in Nepal ministries are more interested in building infrastructure that could make a quick buck and recognition as well as saruwa-baduwa (transfer or promotion) of all staff more than that which is seen in Unitary state.
Nepal was one of the most centralized country in the world and remains one of the most centralized country in the world. And the only way out is to decentralize the country, for this Nepali mindset has to be decentralized. Till everything is guided by Singha Durbar- Kathmandu will remain overpopulated and the most polluted city in the world.
Federation/decentralization is not an option but the only method to get anything done. Before the concept of community Forest- the entire forest was a disaster; after the concept of community forest- then locals participated in the preservation of the forest. Centralization has proven to be a failure in authoritarian communist states and has proven to be a failure in Nepal, but ppl are too stubborn to understand this simple fact.
People assume that federalism is too expensive and to transfer the political power of provinces to the local government- the problem is, if we transfer 7 cabinets into local government then we will have 753 cabinets, this is not practical even for the advance economy- this is only possible if we just have 7 cities (like the size of cities of that seen in China). This will also be a very unpopular decision, we can make some adjustments with the structure we have.

In my view, making federalism work better in Nepal requires a multifaceted approach. Improving coordination between different levels of government is essential, as it enhances efficiency and prevents conflicts. Addressing issues related to resource distribution ensures that all regions benefit equitably. Encouraging inclusive governance by actively involving diverse communities can help alleviate ethnic tensions. Additionally, a periodic reassessment of the power dynamics between the central and regional governments ensures a more adaptable and responsive federal structure. It's crucial to foster an environment of continuous improvement and flexibility to meet the evolving needs of Nepal.

They should provide a clear framework for the division of powers between the federal government and the provincial government. Right now, the main issue with federalism in Nepal is power tussle among various levels of government. All of the local and provincial government eye a seat at Kathmandu, which is causing the downfall of federalism in Nepal.

Despite administrative expenditures across provinces any system would be useless if there’s no trust built in the system .Corruption, lack of transparency, compromised integrity, and infrastructure challenges can undermine the principles of federalism by affecting the fair distribution of resources, hampering efficient governance, and eroding public trust in the system. Federalism system comes with challenges and its not gonna be successful in a year or even in a decade it’s a process with evolving system. If we take a similar geographical challenges then Switzerland has practiced federalism since its modern state was established in 1848. Its Federal Constitution outlines the division of powers allowing for a decentralised system of governance. It’s proven this has contributed to the country's stability, political neutrality, and economic prosperity. However, like any system, it has faced challenges, but overall, it won’t make sense if there’s no transparency integrity.

Nepal ma federalism kaam xaina. As u said jaba samma central govt le power decentralise gardaina taba samma kaam xaina. Dherai level ko mantri savamukh tesko sallahakar blablabla.... economically ta purai fail ho. And as u said, hamro chetana level pani Switzerland jasto xaina. Switzerland ma kei kura ko decision linu paryo vane survey garne Chalan xa ra citizens ko voting ko adhar ma changes or decision linxa but hamro ma k xa ? Neta ko asepasey ra vai vardar harulai posney bahek kei banena yo federalism. Baru sthaniye ra kendriya sarkar vayo vane badi ramro kaam hola. Yo middle level ko pradesh lai aile lai suspend garna jaruri xa. And j kura pani ratio ma huna jaruri xa. How much u r spending, and what's the outcome from that??

Decentralization is what we need. And there are numerous approaches to it. Federalism is only one approach. The ‘Sthaniya Sarkar’ or Local Level holds much more significance than the Provincial Government. We could still practice decentralization with only two form of government: Central and more autonomous Local level. In my opinion this could be a better approach. 7 provinces are simply ‘Seto Hatti’ for us.

When the revenue expenditure is higher than the capital expenditure, corruption and delay have increased more, this implies the system has failed. The slower development will happen anyway naturally even in worse conditions.

Federalism is a good idea but not for a country like Nepal where there are political goons.
A central government and municipality level government are enough for Nepal and its development.
In Nepal its just for political division and benefits not for the development of people. Its too expensive for Nepal.
