Women, unless they are being ignored or neglected are the more likely to voice how they feel to their partner. A Neglected woman will bottle up because they stop seeing the point in trying when it isn't reciprocated. That said, this can be applied to whatever partner you choose to spend your life with. A partner loves knowing they are both loved, appreciated and desired, especially deep into the relationship when that familiarity sets in. You know the point, the one where you say "Aww, they know how I feel about them". It doesn't have to be every single day, but it does have to be often enough that there is no doubt how you feel.
