The tool is called a Stiletto. Yes, like the weapon. It's used in embroidery to punch holed in fabric before embroidering flowers

Don't know if you have gotten an answer,, but here goes: Those metal shapes she showed you are called dies and there are many companies that sell them. Then you need a die cutting machine. They are either manual or electric depending on your budget and hand strength. Hope this helps. 😊
