Yes there are restrictions because in PNP PR is granted by province every province has its own requirements For students express entry is difficult because it requires good work experience and skill PNP is better and easy option But I suggest you to ask these from an experienced person because I don't have any experience and qualification Random person like me can just tell you according to his knowledge
