Well artifact choice and lvls also plays a factor as well as hero skill lvls, and deputy skills as well, a lot of the speed balancing has to be touch and feel / using math to plan ahead when looking at the one thing you really can control which is the talent tree. For example because my awakened Emry's has 20% bonus movement speed or so, he is given an artifact with no speed bonus, compared to the other two for example!
