New provinces are established poor and destitute people must be given due importance. The narrator is not speaking truth. He is only talking about Liaquat, in fact no one, out of those who were in charge were from the land of Pakistan, including Jinnah, Iskandar and others. The Iskandar was not assigned to Northern areas by Jinnah but by the British Raj much earlier. The narrator seem to be himself a Mahajir, and thus presenting a view of Mahajir bureaucracy which was in charge and running Pakistan as the British Raj wanted, and that is why this Mahajir bureaucracy was appointed and brought to Karachi by the British Raj. The narrator is very cleverly hiding the facts and blaming Punjab and Bengal for the problem's created by the Mahajir bureacracy, and its in charges. It is funny he saying that Liaquat's eyesight was weak and he could't read the files. Iskandar Mirza was descendant of infamous Mir Jafar and was therefore working for the British Raj much like others who were in charge. For all the things that he is assigning to Jinnah, maybe true only when Jinnah is replaced by the British Raj. The Pakistan will continue to pay for these congenital faux pas perpetrated by those who were in charge in Karachi starting from 1947.

If you’re saying the mess was because the leadership was not native that is your own point - not a ‘truth’ hidden by the narrator. He has simply given his reading of historical facts and to that end, I heard him pointing out flaws in all of them including Liaqat, Iskander and even Jinnah. Not sure what video you watched.
