The original flamethrower just used gasoline and propellant to shoot the gasoline but it wasn't super effective because it didn't go very far or the flame would put itself out as a dispersed in the air. So they developed a thicker gasoline which we call napalm so that they could project it a lot further. It was a lot more effective because it was a thick sludge that would stick to whatever it hit. All modern-day flamethrowers now use napalm. This is quite literally almost the exact same situation the water was too thin to be effective at any distance so you made it thicker and filled it full of electrolyte effectively making an electronic napalm.

To be more specific, he's designing and building autonomous fire fighting machines for Anduril, Luckey's company.
Anduril is making some pretty cool stuff. I used to make parts for some of their drones and AI sentry towers. I bet he's doing well with them.
