You can tell John Mulaney helped write this character by the amount of times Stefon said “midget,” because John has always wanted to put that word on TV.
i also noted in an earlier sketch he added on "ravioli hands" to a bit abt the giant dj baby, which ive used ever since john used it in his stand up years later

The real star here is John Mulaney who wrote a lot of the stephon jokes and didn’t tell bill hader what they were, it’s why he breaks character a lot, cause of the crazy stuff Mulaney would write to make him break.

I know Stefon's personality as a whole is that he's weird and twitchy (probably from all that coke), but after seeing a Bill Hader interview where he talked about his anxiety and how his instinct is to cover his face and fidget with his hands, it just makes me feel bad for the guy but also proud that he's able to handle it well enough to play such a loved character. The fidgeting while probably also just being an anxious habit along with the heavy breathing just brings Stefon to another level and that's super cool. You can also see Bill shaking pretty badly in some scenes. Props to him for being able to do that
