Yes, that was Puck. It's not really a spoiler, so this shouldn't be a big deal but here's what's going on: Puck made a vow to destroy the world if Emilia dies, which basically means kill everyone. He does this because he knows of the existence of return to death. He does not know that Subaru has it, he just knows that its something that exists. So he kills everyone in the world in order to inevitably trigger return by death so that whoever does have it will be forced to stop Emilia's death.
nothing against the english dub but i remember the preformace for subaru's japanese voice actor doing some outstanding VA for this show and i believe he even one the best anime VA that year when season 2 came out, the actor just put so much passion into Subaru's charcter

Ep 15 is always hard to watch
‼️watch the series without dubbing in English‼️ I say this because the dubbing is too bad, not to mention that many dialogues have been modified, either due to a translation error, just as they have dialogues inserted that the original material does not have 😐 not to mention that many Sometimes the voices are heard very forced (like that of women) as well as there are voices that do not match the appearance of the characters and the most serious thing seems to be too many people who think the same thing and that the level of acting is very bad, whether in moments of anger, laughter, worry or crying, the voices or screams are heard very flat, without almost any emotion 😕 something that the Japanese does achieve as well as other dubbing of other languages (I say this since I work as voice actor and I took my classes in Japan in the 10 years I lived there)
