The Leagues of Votann have emerged from the depths of the galactic core. To face their armies in battle is to stand before an armoured avalanche that crushes all in its path. It is to be appraised and then brusquely dealt with by attackers who see you as little more than an obstruction to profit - or worse, as a hated nemesis whose annihilation is worth any cost. To their partners in trade and war, the Kin are invaluable allies. Yet those they deem a risk to their peoples' survival face destruction, meted out with the same relentless rigour that the Kin apply to all their undertakings.

the votann are practically the equivalent of super ultra advanced database handler (the program that sifts through a database whenever you request something from it or add to it) and a fane or whatever is a small ai that interfaces with a kindred in between the votann and the psyker dude
since the fane probably has self improvement protocols it saw that the votann was becoming slower and slower so it decided : fuck it i'mma be a votann now course of action to become a votann :
1 ask the votann how to do it : task complete
2 now i need materials and since i got a copy of the database format of a votann i can begin inserting data anyway so ask the kindred for materials and knowledge to get shit done

Yet command keeps the squat mercenaries on patrol, that or they refuse to to sit and wait by a post and simply perfer the march. Your buddy leans in after the hegemony votan formation pass by and whispers. "Whoa mate. Y'see them beards they ad? Roight proppa by tha throne they is." As he has quite the facination with well grown and kept beards.
A single kin freezes in the small marching formation. He turns. Gauntlet clad finger shakingly pointing at your fellow guardsman as spittle rains from his yelling mouth.

My interpretation of Votann FTL is to bring it back around to one of the many Sci Fi series 40K stole from: Dune.
In Dune, the people of the far future use the Spice to chart course across the galaxy. But only because they purposefully avoid using "Thinking Machines". That is, computers of any kind. They have machines that facilitate the folding of space, allowing for interstellar travel, but they must be operated manually. All tech in that series does, because they can't have a machine doing calculations for them. It's why they need to specially train people - Mentats - to be human calculators, and why they need the Spice to give them the prescience needed to chart a course to their destination. Their tech can do the work, but they need human thought, boosted by Spice, to "aim" it.
Presumably, prior to the AI rebellion that precipitated the ban on thinking machines, humans in the Dune universe would just have a computer calculated the correct course.
This is what, I think, the Votann are doing. Possibly because they weren't caught up in the Machine Revolt of the 40K universe, or for other reasons. They never abandoned the use of AI. So while post-Machine Revolt, other humans had to adopt the use of psychic Navigators to travel the stars, the Kin never had to. They just kept using Ironkin who could Beep Boop the solution no problem.
While this does constrain them in certain ways, and makes travel take longer, it's way more reliable. They have, in many ways, the superior FTL technology (at least among human descendants), because they aren't anti-AI zealots. The Imperium makes its own problems, and suffers for it.

Keep in mind Votann tech is from the dark age and humanity had been researching the warp for millennia. This includes imperial tech like the ciricrux anima, animus speculum, and the warp drive itself. They definitely understood how psykers and the warp operated and actively used technology that could interact with both. This is confirmed by AI from then. The Imperium is simply scared shitless about such tech, so we don't see it often. It's entirely possible the Votann use the same tech as the Golden Throne, allowing grimnyr to empower the Votann to shine in the warp.

My guess is with the Fane achieved self awareness. In Software terms. I think it cached enough information somehow that it itself can figure things out before needing to ask the actual Votann. Perhaps by accident or perhaps by the votann it worked with changing the Fane.

my deep-fried food-craziness was one of those "Uncrustables" (pocket PB+J sandwich), dipped in funnel-cake batter, then deep-fried, then they added a scoop of apple pie filling on top, poured caramel on that and then sprinkled a granola-nut crunch on top. I ate every bite, was sugar-buzzed for hours, then went drinking with buddies after the fair... and woke up the next morning with a hangover so bad i thought I was dying XD

Also another reason to make a slight genetic differences is cos of some old lore where a direct copy tends to always die even if that means though highly unlikely reasons.
This is why the imperium never did mass cloning without slight genetic differences. Though the ideas have been floated many times
HOWEVER artificial insemination and other non natural births don't have this issue hence the DKoK not having issues alongside other vatgrown or similar lifeforms
