Fun fact if you if you go to where he teleports he will go into the middle, shooting his gun and then he would try to teleport back If you are still there, he would do the same thing which helped me a lot while I was trying to defeat him.

for me for the 2nd phase i softlock the boss by making him only being able to use the slime launcher

just wait on the opposite side of the boss then when he uses the teleporter hit him then he can just flies to the middle and softlocks only making him use the slime launcher and make sure you dodge it and go to where he will use the portal aka back where you start dodging the slime then he goes back to the middle and it repeats
and btw i think it sometimes uses the wrench but still that the easiest way to deal with 2nd phase i think
