When I was in drumline, we would do this rhythm quite frequently. It's a lot easier than Neely describes it. Just turn the 1/8 rest into it's own measure in 1/8 time signature, then the rest of the notes go into a measure in 7/8 time signature. Now the Quarter note triplet falls on a downbeat, simple.

There’s a guitar solo by Martin Miller that has uses this idea and the few covers I’ve seen completely ignore it and just play on the beat. You really hear it when slowed down. Used over a swing groove it creates a sense of struggle to ascending patterns and a cool tumbling free fall to descending.
Also, I LOVE triplets. Even when I don’t try to play them I’ll count back a piece and they’re all over.
