The only reason Luke changed back from a mouse to a child on the movie is because, the director didn't want the movie to have a sad ending which could be another reason why it never showed Bruno changing back since in the book Luke and Bruno never changed back.
According to the online Wikipedia of the film version The Grand High Witch is basically a 'boss from hell' type to her, hence why she's quits her service. Also, don't forget that Luke discreetly passed her something after all the witches were turned into mice and killed.

However when the other witches turned their attention on Luke as he was being transformed, that gave her the opportunity to have a sorry look on her face that she was a good witch all along. Plus, when the Grand High Witch arrived at the hotel she killed a child in a painting by casting a spell by tapping on the painting and Ms. Irvine was probably going to undo the spell but she got called away.
